South Africa is a member of the Hague Conference on Private International Law and a party to several Hague conventions, including the Evidence Convention and the Child Abduction Convention, but it is not a party to the 1965 Hague Service Convention. Cross-border service therefore relies on local-agent service or formal Letters Rogatory rather than a Convention Central Authority. Domestically, South African service is carried out by Sheriffs of the Court, independent officials appointed by the Minister of Justice and Constitutional Development, who serve summonses, notices, and court orders and carry official identification issued by the South African Board for Sheriffs.
