Vietnam acceded to the Hague Service Convention in 2016, one of the more recent major accessions in Southeast Asia. Vietnam objected to Article 8 (diplomatic or consular service) but has not objected to Article 10(a), permitting service by registered mail with acknowledgment of receipt as an alternative to the formal Central Authority channel. The trade-off: the Vietnamese Central Authority does not track or monitor the status or validity of mail-based service requests, so the formal channel through the Ministry of Justice remains the more defensible option for contested matters. Documents served to a non-U.S. national must be translated into Vietnamese.
